Porting opag site to Django 1.0

Django 1.0 has been out for a while now, and I just picked it up at home as part of a portupgrade, so I figured I'd port the OPAG site.

It didn't take too long, and I now have a "django-1.0" branch in git at github.

We should have a meeting after the upgrade to go over the changes, and the port itself, which was not very painful.

The production site is still running 0.96, but I'll upgrade it soon and merge the branch to master. Now that I've shaken it out on my backup site, hopefully the production upgrade will be painless.
